Text (English translation)1381. July 5. Chelmsford. To the keepers of the passage in the port of Dovorre [Dover]. Order under pain of forfeiture to suffer no man of whatsoever estate or condition for any cause or upon any pretence to pass to foreign parts until further order without the king's special command under the great or the privy seal, and to make proclamation of the premises; as the king has learned that great number of his rebellious lieges, having committed many crimes in this insurrection, are purposing not to be justified by the law, but to pass over sea, in order to do the king and realm what hurt they may.
